Sebi has instructed credit rating companies to obtain a no-objection certificate from RBI or another central authority before rating unlisted bonds, corporate deposits, and debt papers sold when banks and non-banks securitize loans. Sebi has not issued a formal circular, but regulatory position was conveyed to rating firms, leaving ratings in limbo.
